RVDA LATEST REPORT

Since the formation of the RVDA Ltd was announced in the December issue of ARVM there has been much debate amongst RV owners on a number of Forums. So, I thought that it was time that I gave everyone a summary of the background and an update on the progress that is being made by the RVDA. At dealer meetings that we had throughout the 2006 we were of the opinion that in order to clarify, retain and promote the American RV Community in the UK, both for existing and future RV owners, the way forward for them would be either to be exempted from The Construction & Use Legislation, or legislation should be changed in the same way that it was changed for refrigerated vehicles and coaches and buses. We werenÕt asking for anything more.

Our reasons were based on 30 years of custom and practice, government debates and our court case and it was at such meetings that I was nominated as spokeperson. I tried to get answers, and had asked specific questions, from the DVLA and government bodies. At the same time Eric Randle of Itchy Feet was also in correspondence with the same departments. We were all being passed from one to the other and never getting answers.

Eventually a list of American and European motorhomes was published by the SMMT, however we agreed that this list was fraught with danger and should be disregarded.

At those same meetings we strongly suggested that we should attack this issue as one industry and put our differences aside. However some of the dealers, at that time, would not commit to the proposal. It soon became apparent through my dealings with the DVLA and other government departments that we would not get answers and would not have any power unless we were an official body, registered as such on behalf of the RV industry in the UK.

With the support of a number of UK dealers we registered the RVDA Ltd at Companies House. The organisation is a non profit making organisation founded by its members. We are directors not for our own benefit, but for the industry as a whole. All UK dealers have been invited to join us as members of the DVLA.

Now the DVLA had to recognise us as an official body. The initial meeting was held at our premises. This foundation meeting established fundamental criteria that were being overlooked with the situation and procedures adopted. Different types of vehicles were shown and explained to the people in attendance. They then realised the scale of the problem that they had created and also the fact that we had valid reasons for our requests and many hard facts to back us up.

We asked that a further meeting be held with all the relevant bodies present. We took it upon ourselves, rightly or wrongly, that too many people at this first meeting would be overkill. We asked Eric Randle of Itchy Feet, due to his involvement throughout the year and also Jane and Les Botham from Ridgeset to join us.

This further meeting, held at DVLA headquarters, was indepth and productive. Based on much information from our court case it was agreed that it would appear that the way forward would be to change legislation, but this would be a lengthy process, and would need some research and verification by the minister. This is being done at present. Until such a time it was agreed that the DVLA needed to be have something in the form of list of motorhomes, or other information of some kind, that they could rely upon. It was also acknowledged that the list being compiled by the SMMT was unsatisfactory and had been proved time and time again to be untrustworthy.

Because the issue of American motorhomes in the UK is already being talked about we felt that we should get something out there to let people know that we arenÕt sitting this one out. Bradley Felton of Griffin American Motorhomes kindly offered his services free of charge to build a website which would tell everyone more about the RVDA.

The Website has caused many responses from RV owners on a number of RV forums. Many of the postings are constructive but sadly there also some destructive ones as well. A new version of the website is now up and running, but still under construction.

We hope that these forums will enable readers to get answers to questions concerning the owning and operating American RVs. To access the Forums you need to register on the ABP Leisure website.
